Establishes the Safe Haven Homeless Housing Program within the New Jersey Housing and Mortgage Finance Agency to provide low-interest loans to developers for converting underused buildings into transitional or permanent supportive housing for homeless individuals and families

Defines underused developments eligible for conversion as vacant or underutilized shopping malls, shopping centers, warehouses, office parks, hotels, or apartment buildings

Creates the Safe Haven Homeless Housing Fund to administer the program, with interest and earnings from the fund being reinvested into the program

Appropriates $30 million from federal American Rescue Plan Act funds to capitalize the program

Targets housing for very low-income households earning 30% or less of area median income who have recently been homeless or lack stable housing
