Authorizes New Jersey county colleges to submit proposals to the New Jersey Presidents' Council to establish four-year baccalaureate degree nursing programs, which they are currently unable to offer

Proposals must include a description of unmet regional need for nursing graduates, facilities and resources to be used, cost analysis, admission requirements, curriculum, faculty credentials, accreditation plan, and enrollment projections

The Presidents' Council must review proposals and notify colleges of any deficiencies within 30 days, then forward completed proposals with recommendations to the Secretary of Higher Education within 45 days

The Secretary of Higher Education must issue a written approval or disapproval decision within 60 days of receiving the proposal from the council

County colleges must obtain accreditation from the New Jersey Board of Nursing before implementing an approved baccalaureate nursing program
