Municipalities may adopt homeless housing plans in consultation with the Department of Community Affairs and community organizations to address housing needs of homeless individuals, including strategies to reduce emergency services and social services costs

Establishes Municipal Homelessness Trust Funds to receive and manage funding for homeless housing programs, with administrative costs capped at 5% annually and funds required to be spent within 4 years of collection

Authorizes municipalities to impose an additional fee of up to $5 on existing fines and penalties (such as parking tickets and court fines) to fund the trust

Trust fund grants must support permanent affordable housing acquisition/construction/rehabilitation, rental assistance vouchers, supportive services including temporary hotel accommodations, and homelessness prevention services

Municipalities must annually report to the Office of Homelessness Prevention on fund collection, expenditures, projects funded, and outcomes achieved
