Eliminates the current 72-hour waiting period between applying for a marriage or civil union license and receiving it in New Jersey

Requires licensing officers to issue marriage and civil union licenses immediately upon filing of the application

Removes the provision allowing Superior Court to waive the waiting period in emergency cases, as such waivers would no longer be necessary

Maintains the existing requirement that marriage and civil union licenses remain valid for 30 days after issuance
