Amends New Jersey's open public records law (P.L.1995, c.23) to explicitly classify law enforcement guidelines, standard operating procedures, and practices for processing firearms permit applications as public government records

Requires that documents used by law enforcement agencies in the investigation, review, and disposition of applications for permits and identification cards to purchase or carry firearms be accessible through public records requests

Responds to a recent Superior Court ruling that held the New Jersey State Police Firearms Investigation Guidebook was exempt from public disclosure as a confidential standard operating procedure

Aims to ensure transparency in the firearms permitting process and allow public oversight of whether permitting laws are enforced uniformly across the state

Takes effect immediately upon enactment
