Requires law enforcement officers to transport minors (under 18) into temporary custody and notify their parent, guardian, or legal custodian for first-time violations of underage alcohol or cannabis possession laws, not just second or subsequent violations as under current law

Minors taken into temporary custody are explicitly not subject to arrest and cannot be photographed or fingerprinted for these violations

Mandates written notification to parents/guardians for all violations by minors, along with informational materials about community services, counseling, tutoring, mentoring, and other support programs

Parents or guardians may be fined $500 for subsequent violations by their minor child if they failed to exercise reasonable supervision or control

Requires law enforcement to seize and destroy (or secure for training purposes) any alcoholic beverages, marijuana, cannabis items, or drug paraphernalia discovered during these encounters
