Authorizes the Governor to enter New Jersey into an interstate compact with other states, districts, or territories to protect reproductive health care services

Commits member states to prevent extradition, investigation, or civil discovery against individuals or entities providing or receiving reproductive health care, including abortion services

Prohibits member states from allowing negative licensing actions, malpractice insurance increases, or clawback lawsuits against providers of reproductive health care

Bars external collection of individually identifiable data on individuals seeking reproductive health care, including their domicile, number of patients, and barriers faced such as transportation and lodging costs

Provides that the compact becomes effective 60 days after enactment and requires six months' written notice for any member state to withdraw
