Transfers administrative responsibility for all affirmative marketing of affordable housing units from municipalities to the New Jersey Housing and Mortgage Finance Agency (HMFA)

Removes "other administrative entity" from the list of parties responsible for implementing affirmative marketing plans, leaving only owners, developers, and property managers

Requires HMFA to coordinate with municipal housing liaisons to ensure compliance with affirmative marketing requirements and enforce penalties against non-compliant property owners

Maintains existing fine structure for noncompliance: $5,000 for first offense, $10,000 for second offense, and $15,000 for subsequent offenses, with revenue deposited into the local municipality's affordable housing trust fund

Takes effect on the first day of the third month following enactment, with HMFA permitted to take anticipatory action beforehand
