Extends the deadline for requiring automatic fire sprinkler systems in new townhouse construction from 7 months to 25 months after the enactment of P.L.2023, c.265, pushing the effective date from August 2024 to approximately February 2026

Exempts developments from sprinkler requirements if a development plan or subdivision application was submitted before the 25-month deadline, including those with preliminary/final municipal approvals, developer agreements, redevelopment agreements, PILOT agreements, or affordable housing approvals

Extends the deadline for the Commissioner of Community Affairs to adopt rules and regulations incorporating International Residential Code fire sprinkler standards from 5 months to 13 months after enactment of this amending bill

Requires construction permit applications for new townhouses to include provisions for automatic fire sprinkler installation in order to be declared complete by the enforcing agency after the effective date

Defines "townhouse" as a single-family dwelling unit in a group of three or more attached units, each extending from foundation to roof with yards or public ways on at least two sides
