Expands creditor responsibility for vacant and abandoned residential properties under foreclosure to include interior maintenance, not just exterior maintenance as currently required

Requires creditors to address interior hazards such as mold, vermin, and fire risks that can affect neighboring properties, particularly in attached housing

Authorizes municipalities to impose fines of $1,500 per day for uncorrected interior maintenance violations after a 30-day correction window (or 10 days for imminent public health/safety threats)

Allows deadline extensions for correcting interior violations when a court order is required to enter the property

Applies the same registration, notification, and enforcement requirements currently used for exterior maintenance to interior maintenance of foreclosed vacant properties
