Owners of multiple dwellings with three or more floors (excluding co-ops) must grant priority status to senior citizens and persons with mobility-limiting disabilities seeking to move to lower-floor units with the same number of bedrooms

Qualifying residents receive right of first refusal over new applicants and non-qualifying current residents who want lower-floor units

Priority status requirements cannot override existing affordability requirements, income restrictions, or targeting requirements for the building

Building owners must post a sign in the same location as the certificate of registration informing residents about the priority status policy for qualifying residents
