Contractor businesses registered under New Jersey's Contractors' Business Registration Act must demonstrate compliance with federal EPA lead-based paint regulations (40 C.F.R. 745, Subpart E) if they employ workers who perform renovations, repairs, or painting that disturbs lead-based paint in pre-1978 homes

Compliance must be demonstrated at initial business registration with the state and again when filing for registration renewal or reinstatement

The bill codifies existing federal certification requirements that mandate EPA or EPA-approved state program certification for contractors performing work that may disturb lead-based paint

The act takes effect on the first day of the twelfth month following enactment
