Requires health care facilities and professionals to provide parents or guardians of unemancipated minors under 18 access to the minor's medical records without requiring the patient's authorization

Establishes exceptions for records related to sexually transmitted infections, HIV/AIDS treatment for minors 13+, suspected sexual assault cases where disclosure is not in the patient's best interest, and behavioral health treatment for minors 16+ (mental illness or substance use disorders)

Grants health care facilities and professionals immunity from civil, criminal, and administrative liability for providing parents access to minor patients' records, except in cases of gross negligence or willful misconduct

Clarifies that existing state law (P.L.2022, c.51) protecting reproductive health care records from certain proceedings does not restrict parental access to minor children's medical records

Directs the Commissioner of Health and Director of Consumer Affairs to promulgate rules implementing the act
