Raises the maximum total tuition credit from $2,400 to $5,000 over a four-year service period for the volunteer, their dependent children, and spouse

Applies to tuition-free enrollment at county colleges, county vocational schools, and county technical institutes

Requires volunteers to sign an agreement with their municipality pledging four years of service in exchange for the tuition credit
