Expands eligibility for reimbursement from the Emergency Medical Technician Training Fund to include agencies training volunteer EMTs, regardless of whether the ambulance or rescue squad receives payment for providing emergency medical services

Establishes reimbursement priority order as initial EMT certification first, followed by EMT refresher recertification classes

Requires volunteer EMTs who received fund-subsidized training to work at least one service call per month during their initial three-year certification period to remain in good standing

Mandates that ambulance and rescue squad heads seek reimbursement from EMTs who cease volunteering in good standing, except for those leaving to attend higher education institutions

Excludes hospitals and individuals employed full-time by hospitals as EMTs from receiving fund reimbursements, and takes effect on the first day of the seventh month after enactment
