Amends New Jersey's regional municipal court pilot program to limit jurisdiction to cases arising only within participating municipalities, removing the requirement to handle all State Police, statewide, and county law enforcement cases countywide

Allows counties to optionally grant regional municipal courts jurisdiction over county law enforcement and code enforcement matters through ordinance, rather than mandating it

Directs complaints from State Police, county police, and other non-municipal agencies to be filed in the municipal court where the matter originates, rather than automatically going to the regional court

Permits regional municipal courts established before the law takes effect to retain jurisdiction over pending matters, with assignment judges authorized to transfer cases between municipal courts

Takes effect on the first day of the seventh month following enactment to address higher-than-anticipated caseloads and costs caused by the current countywide jurisdiction requirements
