Requires manufacturers to provide and pay for safety lock installation on machines sold before the law's effective date, coordinating with vendors to retrofit existing appliances

Mandates vendors contact previous purchasers of machines without child safety locks to arrange free installation and provide warning notices and stickers about risks to children

Directs the Division of Consumer Affairs to establish standards for safety locks and warning materials, citing CPSC data showing at least 3 child deaths and approximately 3,000 injuries related to washing machines since 2014
