Requires buildings to be inspected and certified for pest infestation before demolition when another building is located within 10 feet on a different property

Certification must be issued by a local health officer, local health agency employee, or a commercial pesticide applicator certified by the Department of Environmental Protection

If a severe pest presence is found, the inspector must take steps to mitigate the pest presence to acceptable levels before demolition can proceed

Inspections must be conducted no earlier than 60 days prior to the issuance of a construction permit, and certifications from pesticide applicators must be filed with the local health officer at least 5 days before permit issuance

The construction permit applicant bears all costs for inspection, certification, and any required extermination or mitigation measures
