Establishes the Office of Alcohol, Drug, and Tobacco Use Control Policy within the Department of Health to create a statewide policy and programs to reduce substance use disorder and tobacco use

Executive director appointed by the Governor with Senate consent will lead the office, serve full-time at the Governor's pleasure, and have authority to hire staff and coordinate with state agencies

Office responsibilities include developing strategic prevention plans, collecting data on youth access to substances and drug overdoses, coordinating school-based education programs, and launching media campaigns on negative impacts of substance use

Must develop recommendations to improve healthcare provider-patient communication about prescription opioid risks and enhance acute pain treatment safety and effectiveness

Creates an advisory board with members including local law enforcement, municipal officials, healthcare and school representatives, and three public members to support implementation
