Elevates false public alarms targeting churches, synagogues, temples, or other places of worship from a third degree crime to a second degree crime, punishable by 5-10 years imprisonment, a fine of up to $150,000, or both

Defines "place of worship" as a building seating more than 50 people used primarily for worship on a permanent basis by a recognized religious sect or denomination registered as a 501(c)(3) nonprofit organization

Increases the minimum civil penalty for false alarms involving places of worship from $2,000 to $5,000, or actual costs incurred by law enforcement and emergency services response, whichever is higher

Civil penalty payments go to the municipality or entity providing the law enforcement or emergency services response to the false alarm
