Expands tuition-free education at New Jersey public colleges and universities to children and surviving spouses of U.S. Armed Forces members who died while on active duty, extending a benefit previously available only to dependents of New Jersey National Guard members

Eligible students may receive up to 16 credits per semester tuition-free for undergraduate or graduate studies, provided they maintain good standing and apply for all available state, federal, and VA education benefits

Creates a new monetary award equal to 10% of tuition costs for eligible students to use on non-tuition expenses such as housing, dining, fees, or supplies

Requires available classroom space and that tuition-paying students meet minimum enrollment numbers for courses

Takes effect immediately and applies starting with the first full academic year following enactment
