Establishes a 19-member Task Force on Institutional Discrimination in Health Care within the Department of Health to study unequal health outcomes among patients of different races and socioeconomic classes

Task force members include representatives from the Department of Health, Attorney General's office, Division on Civil Rights, various medical licensing boards, the New Jersey Hospital Association, and public members with relevant expertise

Requires the task force to review existing research and data on health disparities and identify specific policies to reduce unequal outcomes, including institutional analyses of hospitals and training on racism in the medical profession

Task force must organize within 30 days of member appointments and issue a report with findings and recommendations to the Governor and Legislature within six months

Task force expires 30 days after issuing its report; members serve without compensation but are reimbursed for necessary expenses
