Mandates all New Jersey State agency websites comply with Web Content Accessibility Guidelines (WCAG) 2.0 Level AA or the most current version to ensure accessibility for people with disabilities

Requires all State agency web pages, sites, and services to be navigable and accessible on smartphones, tablets, and similar mobile devices

Directs the Chief Technology Officer to establish compliance protocols and certify that each website meets accessibility requirements

Existing websites must be certified within two years of the law's effective date; new websites cannot be considered operational until certified as compliant

Requires recertification of compliance every two years and applies to Executive and Legislative Branch agencies, including all departments, boards, commissions, authorities, and public benefit corporations
