Establishes the Supporting Educational and Entrepreneurial Development (S.E.E.D.) Program to award grants supporting original student-led projects, including development of new concepts, products, or companies

Creates a seven-member board to implement the program, including the Secretary of Higher Education, a New Jersey Business and Industry Association representative, and five public members appointed by legislative leaders and the Governor

Requires competitive grant applications evaluated on intellectual merit, feasibility, and applicant qualifications, with successful proposals demonstrating sustainability through future funding or revenue generation

Funds the program through state appropriations based on enrollment: $2,500 per 500 full-time students plus $2,500 per 1,000 part-time students at each public institution of higher education for the first three years

Mandates a report to the Governor and Legislature four years after program establishment detailing the number of applicants, awards, and outcomes of funded projects
