Creates a tuition reimbursement program administered by the Higher Education Student Assistance Authority (HESAA) for advanced practice nurses who commit to providing full-time home health care services in New Jersey for one to four years

Reimburses 25% of eligible tuition expenses per year of service, up to a maximum of 100% of the lowest-cost academic year's tuition after four years of full-time service

Requires applicants to be New Jersey residents, certified as advanced practice nurses by the NJ Board of Nursing, have specialized home health care training, and apply within one year of certification

Participants must charge usual and customary rates but provide reduced-cost or free care to patients unable to pay, and cannot discriminate based on ability to pay or payment source

Individuals already participating in the Primary Care Practitioner Loan Redemption Program or the National Health Service Corps Loan Repayment Program are ineligible for this program
