Creates a comprehensive regulatory framework for the sale and licensing of travel insurance in New Jersey, establishing a new "limited lines travel insurance producer" license category for entities selling travel insurance through licensed insurers

Defines travel insurance to cover trip cancellation/interruption, lost baggage, rental vehicle damages, sickness/accident/death during travel, emergency evacuation, and repatriation of remains, while excluding major medical plans for trips over six months

Allows travel retailers (tour operators, travel agencies, airlines, etc.) to offer travel insurance under a limited lines producer's license without individual licensing, provided employees complete required training and the retailer registers with the producer

Requires clear consumer disclosures before purchase, including material policy terms, claims filing process, and pre-existing condition exclusions; prohibits negative opt-out tactics and marketing blanket coverage as "free"

Grants purchasers a free-look cancellation period of 15 days (postal delivery) or 10 days (electronic delivery) for full refunds if no trip has started or claim filed; takes effect 180 days after enactment
