Establishes the Office of the State Dental Director within the Department of Health, to be appointed by the Governor in consultation with the New Jersey Dental Association and must be a licensed dentist or dental hygienist with at least 10 years of practice in New Jersey

Requires the State Dental Director to develop public-private partnerships for oral health awareness, serve as an information resource center, create educational materials for schools, and advocate for eliminating racial and ethnic disparities in oral health care access

Creates the 15-member New Jersey Oral Health Commission to develop policy recommendations and awareness campaigns, chaired by the State Dental Director and including four state commissioners and 10 public members from dental and health organizations

Public commission members serve five-year terms, with staggered initial appointments of three, four, and five years; the commission must meet at least twice annually

Adds the State Dental Director or designee as an ex officio member of the New Jersey State Board of Dentistry; the act takes effect 90 days after enactment
