Allows notaries public to take and subscribe their oath of office before a member of the New Jersey Legislature during a declared state of emergency, rather than only before a county clerk

Legislators administering oaths must retain the documents and transmit them to the appropriate county clerk within 30 days after the state of emergency ends

Requires the State Treasurer to provide legislators with access to commission certificates and required notices about notary limitations

Applicants remain responsible for paying the oath of office recording fee to the county clerk within 30 days after the declared state of emergency ends

Takes effect 60 days after enactment
