Courts may order wireless telephone service providers to transfer billing responsibility and rights to a phone number from an account holder to a victim upon issuance of a final restraining order under the Prevention of Domestic Violence Act or a permanent restraining order for stalking

Courts may also order the defendant to reimburse the victim for any fees incurred during the transfer of billing responsibilities

Wireless providers must notify the victim and court within 72 hours if they cannot complete the transfer due to technical limitations, such as account termination, network incompatibility, or geographic service restrictions

Upon transfer, the victim assumes full financial responsibility for the phone number, monthly service costs, and any associated mobile devices, and must meet standard account establishment requirements

Wireless providers and their employees are protected from liability for actions taken in compliance with court orders under this law, which takes effect six months after enactment
