Creates the crime of "fertility fraud" when a health care practitioner knowingly performs assisted reproduction using their own reproductive material or another person's material without the patient's written informed consent

Classifies fertility fraud as a third-degree crime, punishable by 3-5 years imprisonment, fines up to $15,000, or both

Mandates permanent revocation of any health care license or certification held by a practitioner convicted of fertility fraud

Establishes a statute of limitations of 20 years from the date of the offense or 10 years from when the victim discovers the crime, whichever is later

Defines "assisted reproduction" to include artificial insemination, in vitro fertilization, embryo transfers, and similar medical procedures involving human gametes or pre-embryos
