Marriage and civil union licenses would be issued immediately upon filing an application, rather than after a 72-hour waiting period as current law requires

The 72-hour waiting period would still apply, but would shift from before license issuance to before the ceremony can be performed

Superior Court may waive all or part of the 72-hour waiting period in emergency cases upon satisfactory proof

Active duty members of the Armed Forces and National Guard are exempt from the 72-hour waiting period between license issuance and ceremony

The change is intended to eliminate the need for couples to make a second trip to the licensing officer to pick up the license
