Prohibits the sale, lease, or distribution of crib bumpers in New Jersey by classifying them as unsafe children's products under the Consumer Fraud Act

Defines "crib bumper" as any material covering crib sides to prevent injury or entrapment, including padded bumpers, vinyl bumper guards, and vertical slat covers, but excludes non-padded mesh crib liners

Applies the ban to commercial users who remanufacture, retrofit, sell, lease, or otherwise place crib bumpers in commerce

Violations carry penalties of up to $10,000 for first offenses and $20,000 for subsequent offenses, plus potential cease and desist orders and treble damages

Takes effect on the first day of the third month following enactment
