Amends New Jersey Medicaid law to add mental health rehabilitation services provided through clubhouse programs to the list of covered services eligible for reimbursement

Defines "clubhouse program" as a non-residential, community-based psychosocial rehabilitation program accredited by Clubhouse International that uses a membership-based model where members help operate all aspects of the program including food service, clerical duties, employment training, housing assistance, and educational support

Specifies that clubhouse programs are designed to alleviate emotional or behavioral problems, transition members to less restrictive care levels, reintegrate members into the community, and increase social connectedness beyond clinical or employment settings

Clarifies that coverage of clubhouse program services does not preclude coverage of other mental health services prescribed in conjunction with clubhouse participation

Requires the Commissioner of Human Services to apply for necessary State plan amendments or federal waivers to implement the provisions and secure federal Medicaid matching funds
