Reaffirms the Rutgers Institute of Management and Labor Relations, originally established in 1947, to promote harmony and cooperation between management and labor while fostering understanding of industrial and labor relations issues

Directs the Institute to continue establishing extension programs throughout the state and remotely, including classes, lectures, conferences, webinars, and other educational services for adults

Requires tuition for extension instruction to be affordable and, when possible, free to New Jersey residents

Establishes a six-member advisory council consisting of one public sector labor representative, one private sector labor representative (both nominated by NJ State AFL-CIO), two management representatives, and two public representatives (nominated by the Dean)

Appropriates up to $750,000 annually from the General Fund to support the Institute, with these funds supplementing rather than replacing existing State allocations
