Prohibits telemarketers from knowingly transmitting calls or text messages that display misleading, false, or inaccurate caller ID information with intent to defraud, cause harm, or wrongfully obtain anything of value

Creates a disorderly persons offense for knowingly manipulating caller ID services, punishable by up to 6 months imprisonment, a fine up to $1,000, or both

Exempts telecommunications providers acting solely as intermediaries, callers who reasonably believe the recipient is outside New Jersey, and law enforcement or intelligence agencies conducting authorized investigations

Adds new definitions for "caller identification information," "caller identification service," and "voice telecommunications service" including Voice over Internet Protocol (VoIP)

Takes effect on the first day of the fourth month following enactment
