Eliminates the current exemption that allows firearm transfers between immediate family members without going through a licensed retail dealer

Requires all transfers of handguns, rifles, shotguns, and antique cannons between family members to be conducted through a licensed retail firearms dealer, who must complete a National Instant Criminal Background Check

Previously exempt "immediate family" included spouses, domestic partners, civil union partners, parents, stepparents, grandparents, siblings, stepsiblings, children, stepchildren, and grandchildren

Violations would constitute unlawful disposition of a firearm, a fourth degree crime punishable by up to 18 months imprisonment, a fine of up to $10,000, or both

Exemptions from the retail dealer requirement would still apply to transactions between law enforcement officers, collectors with valid federal Curios and Relics licenses, and certain temporary transfers
