Requires immediate recall of any children's product found to violate the heavy metal standards, initiated by either the Director of Consumer Affairs or the product's manufacturer, distributor, or importer

Mandates retail stores remove violating products from display within 48 hours of recall notice and return all inventory to the supplier within 60 business days at the supplier's expense

Requires manufacturers, distributors, or importers to destroy recalled products within 60 business days and dispose of remnants in a manner that prevents public access

Violations constitute unlawful practices under New Jersey's consumer fraud laws, with the act taking effect seven months after enactment
