Requires manufacturers, distributors, importers, or the Director of Consumer Affairs to issue immediate recalls for jewelry exceeding the cadmium limit

Mandates retail stores remove recalled jewelry from displays within 48 hours of notice and return inventory to suppliers within 14 business days at the supplier's expense

Requires manufacturers, distributors, or importers to dispose of recalled jewelry within 60 business days in compliance with cadmium disposal laws

Knowing violations constitute unlawful practices under the Consumer Fraud Act, punishable by up to $10,000 for first offenses and $20,000 for subsequent offenses
