Prohibits dealers from selling used motor vehicles "as is" to consumers, except for vehicles declared total losses or issued salvage titles, and eliminates the current practice of waiving warranties in exchange for lower prices

Requires dealers to offer a contract cancellation option allowing consumers to return used vehicles priced under $40,000 within 2 days without cause, with option fees ranging from $75-$250 depending on vehicle price and restocking fees capped at $175-$500

Expands minimum warranty requirements: 90 days/3,750 miles for vehicles under 40,000 miles; 60 days/2,500 miles for vehicles with 40,000-79,999 miles; 30 days/1,250 miles for vehicles with 80,000-124,999 miles; implied warranties only for vehicles with 125,000+ miles

Makes it unlawful to sell vehicles as "certified" if the dealer knows of odometer tampering, lemon law buybacks, flood/salvage/junk titles, frame damage affecting safety, or fails to provide inspection reports and merchantability warranties

Mandates conspicuous notices in dealerships and on contracts stating there is no cooling-off cancellation period unless the consumer purchases a contract cancellation option
