Requires the Department of Community Affairs (DCA) to establish a program collecting information from New Jersey residents seeking affordable housing, including their current municipality of residence, municipality of employment, and desired municipality for affordable housing

Mandates DCA to post program information and solicit form submissions through its website, and to retrieve relevant data from state and local government agencies, municipalities, and housing authorities that receive affordable housing applications

Requires the Commissioner of Community Affairs to prepare an annual report by January 31 compiling all collected information from the prior year, organized by municipality where affordable housing is desired

Annual reports must be provided to the Council on Affordable Housing (COAH) or its successor to help determine actual demand for affordable housing in each municipality statewide

Takes effect on the first day of the third month following enactment
