Sets audio-only physical health services (without video) at a minimum of 50% of the in-person reimbursement rate, with the exact rate determined by provider contract

Requires behavioral health services delivered via audio-only (phone) to be reimbursed at full in-person rates, providing greater parity for mental health telehealth services
