Requires the Commissioner of Education to establish and maintain an educator employment web portal within 12 months of the act's effective date, aggregating job postings from public schools and approved private schools for students with disabilities statewide

Creates a virtual applicant profile system allowing job seekers to securely store employment information including name, date of birth, education, employment history, and teacher certifications for use when applying to school positions

Defines "public schools" to include local and regional school districts, charter schools, renaissance school projects, educational services commissions, and other local education agencies

Authorizes the Commissioner to contract with private vendors and reconstruct existing Department of Education websites to implement both the web portal and applicant profile systems

Preserves the ability of individual schools and districts to maintain their own application processes and require additional materials beyond the statewide systems
