Requires confirmation of safety testing to be displayed via the testing laboratory's logo, wordmark, or name on packaging, documentation provided at purchase, or directly affixed to the device or battery

Exempts second-hand sales of these devices and batteries from the labeling requirement if no packaging or printed documentation is included with the transaction

Establishes penalties including a written warning for first offenses and fines up to $1,000 for each subsequent offense within two years, with each stock keeping unit constituting a separate violation

Takes effect on the first day of the eighth month following enactment, with the Department of Transportation authorized to establish alternative safety standards in consultation with the Department of Law and Public Safety
