Requires the New Jersey State Board of Cosmetology and Hairstyling to establish curriculum requirements for training students in cosmetology, beauty culture, barbering, and hair braiding on providing services to individuals with textured hair (defined as coiled, curly, or wavy hair)

Mandates training on working with various coil, curl, and wave patterns, hair strand thickness, and volumes of hair

Requires licensure examinations in these fields to include textured hair as part of both written and practical testing

Adds a requirement that at least one of the seven professional members on the Board of Cosmetology and Hairstyling must have experience and training in providing services to individuals with textured hair

Training requirements take effect 25 months after enactment, with other provisions taking effect 7 months after enactment
