Requires deformation monitoring when deemed necessary, with advanced monitoring implemented if deformation exceeds acceptable limits and continuing after project completion

Prohibits the Department of Transportation from waiving internal standards and procedures related to subsurface data without approval from the State transportation engineer or designee

Applies only to state-funded transportation projects that have not yet passed the concept development phase, with the law taking effect 180 days after enactment (approved March 6, 2025)
