Expands the NJ STARS Program to include home-schooled students and others who receive equivalent instruction outside of traditional schools

Home-schooled students must meet academic achievement criteria established by the Higher Education Student Assistance Authority to qualify for first-year county college scholarships

Students completing equivalent instruction elsewhere than at school must have finished their high school curriculum in 2018 or later to be eligible

Second-year scholarship eligibility for home-schooled students follows the same requirements as traditional students, based on achieving at least a 3.0 GPA in the first year of county college

The NJ STARS Program covers full tuition costs for up to 18 credit hours per semester at New Jersey county colleges for up to five semesters
