Increases civil penalties for retailers selling tobacco products to persons under 21: $750 for first violation (up from $250), $1,500 for second violation (up from $500), and $3,000 for third and subsequent violations (up from $1,000)

Expands the definition of "tobacco product" to include vapor products, e-cigarettes, hookahs, pipes, rolling papers, blunt wraps, and any nicotine-derived products intended for human consumption

Requires 5% of recovered penalties to be transferred to the Department of Health for educational programs about the dangers of vapor products and consequences of illegal sales

Directs the Office of Tobacco Control and Prevention in the Department of Health to establish a process for retailers to report compliance efforts and create an anonymous reporting mechanism for violations

Redirects penalty payments from municipal treasuries to the entity responsible for enforcement in the municipality where the violation occurs
