"Open recall" is defined as safety-related recalls requiring repairs by authorized dealers, excluding recalls involving only labeling/owner's manual issues or those where the remedy is vehicle repurchase or financial compensation

Motor vehicle manufacturers operating in New Jersey must assist the MVC in applying for federal grants or other funding to cover implementation costs

If external funding is insufficient, the MVC Chief Administrator may require manufacturers to pay annual fees to cover actual implementation costs, with documentation of expenses published on the commission's website
