Expands the Commissioner of Labor and Workforce Development's authority to investigate wages and inspect employment records for any work performed for a public body, not just prevailing wage public works projects

Requires employers or contractors engaged in work for a public body to submit payroll records, books, registers, and other employment-related records to the commissioner and the relevant public entity within 10 days of a request

Authorizes the commissioner to withhold up to 25% of contract payments (not exceeding $100,000) from employers who fail to provide requested records within 10 days, with funds released once records are submitted

Defines "work for a public body" broadly to include construction, demolition, repair, and maintenance work paid with public funds, done on public property, or connected to public loans, grants, tax exemptions, or other financial assistance

Takes effect 365 days after enactment to allow for administrative preparation by the Department of Labor and Workforce Development
