Establishes the "John R. Lewis Voter Empowerment Act of New Jersey" to protect voting rights for members of racial, color, and language-minority groups, ensuring equal opportunity to participate in political processes.

Creates a Division of Voting Rights within the Department of the Treasury, headed by a Governor-appointed director serving a six-year term, with authority to investigate voting rights violations, issue subpoenas, and litigate cases.

Requires covered political subdivisions (counties, municipalities, school districts) to obtain preclearance from the Attorney General or a court before implementing new or modified voting qualifications, election procedures, or related policies.

Prohibits deceptive or fraudulent communications containing false information about election times, places, voter eligibility requirements, or false endorsement claims.

Appropriates $5 million to implement and enforce the act's provisions.
